AMMAN, Jordan — Weapons shipped into Jordan by the Central Intelligence Agency and Saudi Arabia intended for Syrian rebels have been systematically stolen by Jordanian intelligence operatives and sold to arms merchants on the black market, according to American and Jordanian officials.
Some of the stolen weapons were used in a shooting in November that killed two Americans and three others at a police training facility in Amman, F.B.I. officials believe after months of investigating the attack, according to people familiar with the investigation.
The existence of the weapons theft, which ended only months ago after complaints by the American and Saudi governments, is being reported for the first time after a joint investigation by The New York Times and Al Jazeera. The theft, involving millions of dollars of weapons, highlights the messy, unplanned consequences of programs to arm and train rebels — the kind of program the C.I.A. and Pentagon have conducted for decades — even after the Obama administration had hoped to keep the training program in Jordan under tight control.
Yeah...Right.
The Trumpening has learned from sources on the ground in Libya, that the weapons in question are the ones that were being shipped to Syrian opposition forces during the Benghazi fiasco. The whole reason that the Obama administration, in collusion with John Boehner and other top Republicans and Democrats, botched the illegal shipment of weapons and led to the cover up.

The wife of former Egyptian president Muhammad Morsi is the latest Muslim Brotherhood “insider” to threaten to expose the special relationship between Morsi and the Obama administration—a relationship the latter insists never existed.
Nagla Mahmoud, Morsi’s wife, is reportedly angry at some statements recently made by Hillary Clinton, including that Morsi was “naïve” and “unfit for Egypt’s presidency,” as reported by Arabic media.
In the words of El-Mogaz News, Morsi’s wife “is threatening to expose the special relationship between her husband and Hillary Clinton, after the latter attacked the ousted [president], calling him a simpleton who was unfit for the presidency. Sources close to Nagla confirmed that she has threatened to publish the letters exchanged between Morsi and Hillary.”
The report continues by saying that Nagla accuses Hillary of denouncing her former close ally, the Brotherhood’s Morsi, in an effort to foster better relations with his successor, Egypt’s current president, Sisi—even though, as Nagla laments, “he [Morsi] was faithful to the American administration.”
Earlier, the son of Khairat al-Shatter—another top ranking Brotherhood member who was arrested during the June 2013 revolution that ousted Morsi—made similar assertions, threatening to expose documents that would “undermine his [U.S. president Obama’s] political future and land him in prison.”

Newly released State Department emails help reveal how a major Clinton Foundation donor was placed on a sensitive government intelligence advisory board even though he had no obvious experience in the field, a decision that appeared to baffle the department’s professional staff.
The emails further reveal how, after inquiries from ABC News, the Clinton staff sought to “protect the name” of the Secretary, “stall” the ABC News reporter and ultimately accept the resignation of the donor just two days later.
Copies of dozens of internal emails were provided to ABC News by the conservative political group Citizens United, which obtained them under the Freedom of Information Act after more the two years of litigation with the government.
A prolific fundraiser for Democratic candidates and contributor to the Clinton Foundation, who later traveled with Bill Clinton on a trip to Africa, Rajiv K. Fernando’s only known qualification for a seat on the International Security Advisory Board (ISAB) was his technological know-how. The Chicago securities trader, who specialized in electronic investing, sat alongside an august collection of nuclear scientists, former cabinet secretaries and members of Congress to advise Hillary Clinton on the use of tactical nuclear weapons and on other crucial arms control issues.
“We had no idea who he was,” one board member told ABC News.

Fernando’s lack of any known background in nuclear security caught the attention of several board members, and when ABC News first contacted the State Department in August 2011 seeking a copy of his resume, the emails show that confusion ensued among the career government officials who work with the advisory panel.
“I have spoken to [State Department official and ISAB Executive Director Richard Hartman] privately, and it appears there is much more to this story that we’re unaware of,” wrote Jamie Mannina, the press aide who fielded the ABC News request. “We must protect the Secretary’s and Under Secretary’s name, as well as the integrity of the Board. I think it’s important to get down to the bottom of this before there’s any response.
“As you can see from the attached, it’s natural to ask how he got onto the board when compared to the rest of the esteemed list of members,” Mannina wrote, referring to an attachment that was not included in the recent document release.
Fernando himself would not answer questions from ABC News in 2011 about what qualified him for a seat on the board or led to his appointment. When ABC News finally caught up with Fernando at the 2012 Democratic convention, he became upset and said he was "not at liberty" to speak about it. Security threatened to have the ABC News reporter arrested.
Fernando's expertise appeared to be in the arena of high-frequency trading -- a form of computer-generated stock trading. At the time of his appointment, he headed a firm, Chopper Trading, that was a leader in that field.
Fernando's history of campaign giving dated back at least to 2003 and was prolific -- and almost exclusively to Democrats. He was an early supporter of Hillary Clinton's 2008 bid for president, giving maximum contributions to her campaign, and to HillPAC, in 2007 and 2008. He also served as a fundraising bundler for Clinton, gathering more than $100,000 from others for her White House bid. After Barack Obama bested Clinton for the 2008 nomination, Fernando became a major fundraiser for the Obama campaign. Prior to his State Department appointment, Fernando had given between $100,000 and $250,000 to the William J. Clinton Foundation, and another $30,000 to a political advocacy group, WomenCount, that indirectly helped Hillary Clinton retire her lingering 2008 campaign debts by renting her campaign email list.
The appointment qualified Fernando for one of the highest levels of top secret access, the emails show. Among those with whom Fernando served on the International Security Advisory Board was David A. Kay, the former head of the Iraq Survey Group and United Nations Chief Weapons Inspector; Lt. Gen. Brent Scowcroft, a former National Security Advisor to two presidents; two former congressmen; and former Sen. Chuck Robb. William Perry, the former Secretary of Defense, chaired the panel.
“It is certainly a serious, knowledgeable and experienced group of experts,” said Bruce Blair, a Princeton professor whose principal research covers the technical and policy steps on the path toward the verifiable elimination of nuclear weapons. “Much of the focus has been on questions of nuclear stability and the risks of nuclear weapons use by Russia and Pakistan.”
The newly released emails reveal that after ABC News started asking questions in August 2011, a State Department official who worked with the advisory board couldn’t immediately come up with a justification for Fernando serving on the panel. His and other emails make repeated references to “S”; ABC News has been told this is a common way to refer to the Secretary of State.
“The true answer is simply that S staff (Cheryl Mills) added him,” wrote Wade Boese, who was Chief of Staff for the Office of the Under Secretary of State for Arms Control and International Security, in an email to Mannina, the press aide. “Raj was not on the list sent to S; he was added at their insistence.”
Mills, a former deputy White House counsel, was serving as Clinton’s chief of staff at the time, and has been a longtime legal and political advisor.
Four minutes later, Boese wrote to his boss, Richard Hartman, to alert him that Ellen Tauscher, who was then the Undersecretary for State for Arms Control and International Security Affairs, would be meeting with Mills to devise a response to the ABC News request.
“Sorry this has become a headache,” he wrote.
Hartman wrote the next morning to say he would “come up and brief you... about where Raj Fernando stands and the ABC News investigative journalist inquiries. You do need to hear about it.” Separately, in an email to another official, Hartman noted that it was "Cheryl Mills, who added Mr. Fernando’s name to the list of ISAB nominees."
When ABC News sent a follow-up inquiry about the qualifications of another board appointee, Massachusetts state Rep. Harold P. Naughton, Jr., Boese wrote to Hartman to say the department would have a far easier time explaining Naughton’s credentials. “The case for Rep. Naughton is an easy one. We are on solid ground,” he said.
By this point, Fernando himself had been looped into the discussion. He and Hartman exchanged emails, but the entire text of Fernando’s letter was redacted by the State Department prior to its release.
Twice, Mannina was instructed to stall with ABC News, before Mills sent a public statement. It announced Fernando’s abrupt decision to step down.
“Mr. Fernando chose to resign from the Board earlier this month citing additional time needed to devote to his business,” it reads, noting that membership on the board was required to be “fairly balanced in terms of the points of view represented and the functions to be performed by the advisory committee.”
“As President and CEO of Chopper Trading, Mr. Fernando brought a unique perspective to ISAB. He has years of experience in the private sector in implementing sophisticated risk management tools, information technology and international finance,” the statement says.
The statement was emailed to ABC News two days after Fernando’s resignation and four days after the initial ABC News inquiry.
Fernando’s letter of resignation to Clinton says he “intended to devote a substantial amount of time to the work of ISAB in furtherance of its objectives. However, the unique, unexpected, and excessive volatility in the international markets these last few weeks and months require[d him] to focus [his] energy on the operations of [his] company.”
Additional emails collected from Hillary Clinton’s personal server only hint at her possible involvement in Fernando’s selection to the board. The records request for documents about Fernando’s appointment produced a chain of correspondence from 2010 with the subject line “ISAB” -- or International Security Advisory Board. In those, Mills writes, “The secretary had two other names she wanted looked at.” The names are redacted. Mills then forwarded the response to “H,” which is the designation for Clinton’s personal account. Three minutes later Clinton forwards the email chain to another State official and says simply, “Pls print.”
The Clinton campaign declined requests from ABC News to make Mills available for an interview. Campaign spokesman Nick Merrill deferred to the U.S. State Department, which issued a statement saying the board’s charter specifically calls for a membership that reflects “a balance of backgrounds and points of view. Furthermore, it is not unusual for the State Department Chief of Staff to be involved in personnel matters.”
Fernando did not respond to messages left by ABC News at home and mobile numbers listed for Fernando, nor to a letter left at the office of his current business.
Today State Department spokesperson Mark Toner told reporters that Fernando had been fully vetted, but Toner said he could not speak to his specific qualifications. When asked if he came from a security background, Toner said, “I don’t believe so.”
“I apologize, I don’t have his [resume] in front of me,” Toner said. “All I know is that the charter does lay out or stipulate that [they're] looking for a broad range of experiences. It’s not unimaginable that a businessman, an international businessman, might bring a certain level of expertise or knowledge or experience to such a job.”
The State Department’s website lists former members of the ISAB, but Fernando’s name is not among them. Toner was unable to explain why the name was missing and when asked if the list was comprehensive, said, “Apparently not.”
As is customary with a new administration, the make-up of the board changed substantially when Clinton took over the State Department, according to Amb. James Woolsey, who served on the panel from 2006 to 2009. But the seriousness of its mission remained the same.
He said the board’s primary purpose was to gather an array of experts on nuclear weapons and arms control to constantly assess and update the nation’s nuclear strategy.
“Most things that involve nuclear weapons and nuclear strategy are dealt with at a pretty sensitive basis -- top secret,” he said, noting that participants meet in a secure facility and are restricted in what materials they can discuss.
That is not typically the realm of political donors, Woolsey said. Though, he added, it would not be impossible for someone lacking a security background to make a contribution to the panel. “It would depend on how smart and dedicated this person was... I would think you would have to devote some real time to getting up to speed,” he said.
Fernando is now a board member of a private group called the American Security Project, which describes itself as “a nonpartisan organization created to educate the American public and the world about the changing nature of national security in the 21st Century.” He also identifies himself online as a member of the Chicago Council on Global Affairs and says he's involved with a Washington think tank.
And he continued to donate to Democrats, and to Clinton. He emerged as one of the first “bundlers” to raise money for Clinton’s 2016 bid. And in July 2015, he hosted a fundraiser for Clinton at his Chicago home. Fernando has also continued to donate to the Clinton Foundation. He now is listed on the charity’s website as having given between $1 million and $5 million.
About six months after Fernando resigned from the State Department advisory board, he was invited to attend a White House State Dinner, honoring the British Prime Minister. And this summer Fernando will serve as a super delegate at the Democratic National Convention. According to Chicago media reports, he has committed to supporting Clinton.
State Department email audit faults Hillary Clinton
Hillary has consistently said that the State Department approved her email situation. The State Department released an internal audit today proving that she lied again.

WASHINGTON — Hillary Clinton disregarded State Department cybersecurity guidelines by using a private email account and server, an internal audit found Wednesday. Her staff twice brushed aside specific concerns that she wasn’t following federal rules.
The inspector general’s review also revealed that hacking attempts forced then-Secretary of State Clinton off email at one point in 2011, though she insists the personal server she used was never breached. Clinton and several of her senior staff declined to be interviewed for the State Department investigation.
Earlier this month, Clinton, the likely Democratic presidential nominee, stressed that she was happy to “talk to anybody, anytime” about the matter and would encourage her staff to do the same.
The 78-page analysis, a copy of which was obtained by The Associated Press, says Clinton ignored clear directives. She never sought approval to conduct government business over private email, and never demonstrated the server or the Blackberry she used while in office “met minimum information security requirements.”
Twice in 2010, information management staff at the State Department raised concerns that Clinton’s email practices failed to meet federal records-keeping requirements. The staff’s director responded that Clinton’s personal email system had been reviewed and approved by legal staff, “and that the matter was not to be discussed any further.”
The audit found no evidence of a legal staff review or approval. It said any such request would have been denied by senior information officers because of security risks.
The inspector general’s inquiry was prompted by revelations of Clinton’s email use, a subject that has dogged her presidential campaign.
Clinton campaign spokesman Brian Fallon said in a tweet that the audit “makes clear her personal email use was not unique at State Department.”
The review encompassed the email and information practices of the past five secretaries of state, finding them “slow to recognize and to manage effectively the legal requirements and cybersecurity risks associated with electronic data communications, particularly as those risks pertain to its most senior leadership.”
But the failings of Clinton, who was secretary of state from 2009 to 2013, were singled out as more serious.
“By Secretary Clinton’s tenure, the department’s guidance was considerably more detailed and more sophisticated,” the report concluded. “Secretary Clinton’s cybersecurity practices accordingly must be evaluated in light of these more comprehensive directives.”
The State Department has released more than 52,000 pages of Clinton’s work-related emails, including some that have since been classified. Clinton has withheld thousands of additional emails, saying they were personal.
Critics have questioned whether her server might have made a tempting target for hackers, especially those working with or for foreign intelligence services.
Separately from the State Department audit, the FBI has been investigating whether Clinton’s use of the private email server imperiled government secrets. It has recently interviewed Clinton’s top aides, including former chief of staff Cheryl Mills and deputy chief of staff Huma Abedin. Clinton is expected to be interviewed.
Clinton has acknowledged in the campaign that the homebrew email setup in her New York home was a mistake. She said she never sent or received anything marked classified at the time, and says hackers never breached the server.
The audit said a Clinton aide had to shut down the server on Jan. 9, 2011, because he believed “someone was trying to hack us.” Later that day, he said: “We were attacked again so I shut (the server) down for a few min.”
The next day, a senior official told two of Clinton’s top aides not to email their boss “anything sensitive,” saying she could “explain more in person.”
On CBS’ “Face the Nation” this month, Clinton said, “I’ve made it clear that I’m more than ready to talk to anybody, anytime. And I’ve encouraged all of (my staff) to be very forthcoming.”
The audit said three of her closest State Department aides — Mills, Abedin and policy chief Jake Sullivan — declined interview requests. Associated Press reporters Bradley Klapper and Michael Biesecker wrote this report.
Clinton Settles Jones Lawsuit With a Check for $850,000

WASHINGTON, Jan. 12— Just as the Senate is about to begin President Clinton's impeachment trial in earnest, Mr. Clinton sent $850,000 to Paula Corbin Jones today to settle the sexual misconduct lawsuit that started it all.
Clinton Administration officials said a check for $850,000, the amount agreed to in November to settle the case, was being sent by overnight mail to Ms. Jones and her lawyers. The officials, who asked that their names not be used, said that a little more than half of the money, $475,000, came from an insurance policy against civil liability the President held with Chubb Group Insurance. Most, if not all, of the remainder was withdrawn from a blind trust in the name of Mrs. Clinton, which officials said last year had assets of slightly more than $1 million.
A blind trust that is in Mr. Clinton's name was reported in financial disclosure forms last year to have less than $100,000 in assets. A White House official said that although the trusts were in separate names, they were, in effect, joint accounts.
It was unclear why the amount not covered by insurance was not withdrawn from the Clintons' legal defense fund as officials had once suggested it would be. A conservative legal organization said it would sue to prevent Mr. Clinton from using that fund to pay the settlement.
The payment ends Mr. Clinton's involvement in the lawsuit itself, but its repercussions continue as the Senate prepares to hear opening arguments on Thursday in his trial on two articles of impeachment stemming from Ms. Jones's complaint. It was in a deposition that the President gave in Ms. Jones's lawsuit last Jan. 17 that he first denied having sexual relations with Monica S. Lewinsky, a former White House intern.
The impeachment articles charge that Mr. Clinton lied about his relationship with Ms. Lewinsky before a grand jury and obstructed justice by trying to conceal that relationship.
The lawsuit that led to the impeachment drama was filed by Ms. Jones in 1994. She contended that three years earlier, when she was an Arkansas state employee and Mr. Clinton was Governor, he had her summoned to his hotel suite in Little Rock, Ark., where he made a crude sexual proposal.
Mr. Clinton denied the accusation, but he allowed that it was possible that Ms. Jones was escorted to the suite for an innocent introduction.
Lawyers for the President and Ms. Jones came close to settling the lawsuit but did so only last November after much of the damage to Mr. Clinton had occurred. As part of the settlement, he did not admit to any wrongdoing and did not offer any apologies, two conditions that Ms. Jones had earlier insisted would have to be part of any agreement.
Ms. Jones and her lawyers now have to turn to the contentious issue of how to divide the money.
Her first set of lawyers, Gilbert K. Davis and Joseph Cammarata, have submitted legal bills totaling $874,000. Her second set of lawyers, a Dallas firm, has said its bill exceeds $1.4 million, and the Rutherford Institute of Charlottesville, Va., which helped with her legal expenses, has said it paid more than $400,000. Ms. Jones's friends have said that she hopes to take a substantial portion of the settlement for herself.
The check, which was written on the escrow account of Mr. Clinton's lawyer, Robert S. Bennett, was made out to Ms. Jones, Mr. Davis and Mr. Cammarata, the Dallas lawyers and William McMillan, a California lawyer and husband of Susan Carpenter-McMillan, who became a spokeswoman for Ms. Jones. Mr. McMillan helped negotiate the final settlement.
Mr. Clinton purchased the Chubb Group Insurance policy years ago, before he was President, officials said. The policy is known as a personal liability umbrella, an option often available on homeowners' policies.
After Judge Susan Webber Wright of Federal District Court in Little Rock threw out defamation charges in Ms. Jones's lawsuit last April 1, Chubb initially said it would not pay for the remaining sexual harassment counts, but its officials changed their minds after negotiations with Mr. Bennett.
Last week, Bernie Sander's wife commented that she wished the Hillary investigation would speed up. That's because they have inside information that there is a 50-50 chance that a grand jury will be convened to bring indictment against Hillary Clinton. A $2 million commitment arranged by the nonprofit Clinton Global Initiative in 2010 went to a for-profit company part-owned by friends of the Clintons... this from the Wall Street Journal.
What the WSJ failed to disclose is that the charity is partly owned by Bill Clinton's newest girlfriend, Julie McMahon.
According to www.thepoliticalinsider.com, she is so well known in the Secret Service circles that the agents have named her, "The Energizer."

The Wall Street Journal reported that the Clinton Global Initiative provided $2 million to a for-profit company partially owned by close friends of the family.
Scott Kleeb, who “twice ran for Congress” as a Democrat, founded Energy Pioneer Solutions in 2009. A document showed other friends of the Clintons also own the company:
An internal document from that year showed it as owned 29% by Mr. Kleeb; 29% by Jane Eckert, the owner of an art gallery in Pine Plains, N.Y.; and 29% by Julie Tauber McMahon of Chappaqua, N.Y., a close friend of Mr. Clinton, who also lives in Chappaqua.
Owning 5% each were Democratic National Committee treasurer Andrew Tobias and Mark Weiner, a supplier to political campaigns and former Rhode Island Democratic chairman, both longtime friends of the Clintons.
Tobias spoke with the Journal through email:
“With my modest initial investment, I wound up owning a small percentage of the company. It grew, because ultimately, between loans and equity investments, I’ve wound up putting a little more than $1 million into this effort.”
President Bill Clinton insisted the donation take place at a September 2010 conference.
On April 22, 2016, Hillary Clinton praised Governor McAuliffe of Virginia for restoring the rights of certain people to vote. Specifically, Clinton tweeted, "Proud of my friend..." referring to the restoration of rights for the following people being allowed to vote again:

The Clinton Foundation’s finances are so messy that the nation’s most influential charity watchdog put it on its “watch list” of problematic nonprofits last month. The Clinton family’s mega-charity took in more than $140 million in grants and pledges in 2013 but spent just $9 million on direct aid. The group spent the bulk of its windfall on administration, travel, and salaries and bonuses, with the fattest payouts going to family friends. “It seems like the Clinton Foundation operates as a slush fund for the Clintons,” said Bill Allison, a senior fellow at the Sunlight Foundation, a government watchdog group where progressive Democrat and Fordham Law professor Zephyr Teachout was once an organizing director. Courtesy of TruthRevolt The Daily Caller is reporting that male executives at the Bill, Hillary, and Chelsea Clinton Foundation earn 38% more than female executives, according to a study of the foundation's IRS tax disclosures.
The foundation’s 2013 IRS form 990 reveals that nearly three times as many men as women occupy the executive suites at the Little Rock, Arkansas-based foundation.
On average, top male executives at the foundation earn $109,000 more than the top female executives with positions in the C-suite.
Meanwhile, on Equal Pay Day Hillary delivered a speech in Silicon Valley saying that equal pay for women was "long overdue."
“I feel like [equal pay] is something that’s long overdue,” she said at an event organized by Glassdoor, which compares salaries and working conditions at corporations.
“It is way past time to end the outrage of so many women still earning less than men on the job,” she said in her speech.
But that's not how her Foundation operates.
The foundation’s highest paid executive is Frederick Post, director of “sponsor and marketing,” who has built the foundation’s assets to $247 million. He received $484,000 in annual compensation.
The highest paid woman is CEO Virginia Ehrlich. Her pay is only $201,000, less than half that of Post’s.
The second-highest paid male is long-time Clinton associate Bruce Lindsay, who received $395,000 in annual compensation.
All eight male foundation execs earn $200,000 or more. Only one woman earned $200,000, while Stephanie Streett, its executive director, received a paltry $169,000.
